the Rajoelina mobility government: express power transfer in the ministries

Minister Julien Razafimanazato was the first to operate the transfer. Re-appointed on top of national education, he swiftly transmitted the Youth, Sports and Leisure department files to two young ministers. According to Sports minister Virapin Ramamonjisoa, the priority is the clarification of the sport federations’ governing legal texts and to re-launch the basic detection of future athletes. His new colleague, Serge Ranaivo, former DJ and current friend of the HAT president, is given a made to order portfolio, the ministry of Youth and Leisure. 

Ever since, power transfers are occurring between ministers who have to share a slice of the department they are in charge of. The new minister for Mines, Mamy Ratovomalala announces the enhancement of mining brigades and a renewed call upon investors to exploit the country’s underground wealth. The government’s former young white collar of the Ratsiraka regime is craving for a free flight over a 15 months long period, during the whole transition. 

The public works ministry got its minister. Eric Razafimandimby wants to build road with the available means, without the financial backers’ supports, by finding other financing solutions. The new Treasury secretary is, however, working on renewing ties with the traditional financial backers. The certified public accountant Hery Rajaonarimampianina, believes that he is able to stand politicians in a good stead in order to reach this goal. 

At the time of the Monja Roindefo II government’s first Cabinet meeting, the fact of appointing 31 instead of 22 ministers has been assessed. A new distribution of means, buildings and civil servants is necessary. The question of advantages to be granted to the government’s former members has also been debated. 

It was therefore the first Cabinet meeting centered on the small convenient things. However, Prime minister Monja Roindefo declared that if his “government of consensus” has been established in a very short time in order to be able to ratify the texts putting the other institutions of the transition in place. According to the Maputo agreements, the institutions defined in the transition’s charter had to be put in place within thirty days, or up to September 09th, 2009.  

The Rajoelina mobility decided not to hurry to conform to the charter of Maputo. Jacques Sylla will have to wait to know whether he will have to direct the transition’s convention or not. Rajemison Rakotomaharo’s future as the Senate’s vice president remains on hold although Andry Rajoelina has already self proclaimed president of the transition. According to observers, the appointment of both of these formers proxies of Ravalomanana has come far too early. Its lone incentive was the enhancement the shade of national unity with the government; therefore the concerned institutions are still virtual.
