After series of repeated calls addressed to the HAT’s leader, the Minister of Education changed his stand, actually operated a U-turn and threatened strikers with a wage suspension and a pending termination of contract. Manoro Regis emphatically ordered teaching to resume in public schools on Monday, May 7th, 2012. The striking teachers responded by displaying their solidarity and standing tall to the ruling power.

The regime will do anything to break the teachers’ strike

Tensions are in no way going down between the teachers’ union and the transition regime. The SEMPAMA (the teachers’ union) does not give in to the bullying Minister’s deterring order. The Union’s President summarized in three points the teachers’ due response: one, the strike intensifies and schools will remain the way they are, namely closed on Monday; two, teachers are nationwide bound to deal with wage suspension; three, the union rejects whatever responsibility in the pending crisis to be created by the ruling power’s obstination.
The words uttered by the union’s president Claude Raharovoatra echoed across the provinces as a matter of fact. A representative of Fianarantsoa city’s Sempama confirmed that the strike would keep going on on Monday. “The wage suspension procedure is quite a long process and can’t come true in a single day” she said. Teachers do play the clock to put pressure on the HAT and his Finance Minister. The ruling power is for its part sending the national education minister to the front lines. His mission: Break this strike happening to embarrass the ruling power.
The solution will not come from the HAT’s Finance minister
Manoro Regis, a minister linked to the Zafy political sphere, was basically targeted by the HAT for allegedly being far too favorable to teachers. As a proof, he produced four proposals in a row, which would have got 131 to 200 billion Ariary out of the ruling power in order to cover the national education officials’ claims. He especially addressed the finance minister as the main key holder. But Rajaonarimampianina Hery can’t afford doing the favor, let alone wants it. He proposed 4% of the required amount.
Of course, the Sempama turned the offer down and did not bear the ruling power’s finance minister’s disdain and despise. No matter, the transitional leader pressures his education minister to definitely settle the issue. Manoro Regis consequently announced radical decisions expected to silence the claims once for all.
The Minister of Education mobilizes his forces:
All of the striking teachers are summoned to resume working or face up to consequences, namely: wage suspension, termination of contract for contractors, suspension of subsidies for FRAM teachers. The minister ordered moreover every community level official, namely the DREN, Cisco and ZAP leaders, to make sure that courses do resume. Their mission is to record the names of teachers recovering their working place as well as those keeping away from it. “Do not hesitate to call the police if anyone intends to create trouble!” launched Manoro Regis.
Why does the Minister of national Education turn his weapons against the strike by the way? Manoro Regis did make an effort though, by retrieving 20 billion ariary from the ministry’s operating budget in order to increase teachers’ allowances. The mystery remains concerning this changing stand.
Some 50,000 civil servants and contractors shall receive a compensation of about 45,000 Ariary each in June. However, the national TV channel declared an amount of  450,000 ariary each. Such a “mistake” intentionally or accidentally induces that the teachers’ demands would have been met and that the strike would make no more sense.
