By unilaterally imposing a "constitution", through order, to the transition in replacement of the charter signed in Maputo between the four political mobilities, Andry Rajoelina definitely seals the locks of his fortress. The self proclaimed president of the HAT takes full power control over through the labelled “legal patch work” of his, and dangerously capitalizes his dictatorship.

The 2009-012 order has not been sounding right from the very time of the exposal of its motives. The HAT pretended to draw inspiration from the will to set a democratic and inclusive transition, as well as from the advent of a “genuine democracy” and a “true State of right “. Until there, it has proved to be only propaganda. Andry Rajoelina is actually lurking behind the hazy concept of “people” to dare making one sided decisions in the name of Madagascans: Sovereignty, self-determination, freedom to choose a political statute, or the popular movement’s gains…. what belongs to this people belongs to Sir Andry Rajoelina. And they dare keeping saying that all of that serves the national rejection of arbitrariness!

The unilateral “Constitution”’s account is the HAT’s reluctance to hold its word, and implement the late Transition’s Charter and Additional Act despite its signature. Andry Rajoelina accused the three other mobilities of usurping his power, and consequently stated that any cohabitation would, from then on, be impossible. He finally gave up his “recognized title” of president of the Transition, and endorsed the one of president of the High authority of the transition again. The country’s young strong man has written transitional history pages anew, and recalled that he had been granted full power by the previous military board of directors. There was no putsch in the end, since the robber will be explaining to the police officer that the smiling saleswoman nicely offered him the content of her cash box!
 
The year 2010’s version of such unilateral transition is supposedly going to last only ten months. Lord Andry Rajoelina will be its president, with nearly unlimited power. Antananarivo city’s elected mayor is taking the lead of an excessively strong, typically African dictatorial regime, as well as the right to appoint and fire at will, no strings attached. He appointed the Prime minister and dismissed him. Based on the Prime minister’s proposal, he named and turned the government’s members away. So did he with the members of the High Council of Transition, the previous HAT. In quality of the armed forces’ supreme leader, the president of the HAT names and dismisses the main army, Police and State Police officials. Top ranked state jobs will be entitled to those of his liking.. Super president Andry Rajoelina is in full control of the State’s general policy processes. He is the single one entitled to claim emergency, national necessity and martial law states. The president of the HAT will have a hack of a job to complete with stacking governmental acts.. Orders and decrees will be coming into force thanks to his signature, a well lubricated process of his all along the latest month. Laws and orders will be proposed and passed by him. The fourth Republic’s Constitution version will be validated by him. He will be entitled to organize a referendum although the new Constitution is meant to be voted by a constituent assembly whose crushing majority would be granted to the TGV and its allies in the same train.

Concerning his symbolic assignments, Andry Rajoelina will top official ceremonies and distribute state medals. He will be the lone recipient of foreign ambassadors’ credence letters who might, somehow, prove to be very scarce for lack of international recognition. Only the very hurried ambassador of France Jean Marc Châtaigner played the black ship of the family. The president of the HAT will also have the duty to insure state continuity, and to honour Madagascar’s international engagements. With all these powers stacking over him, no wonder that Andry Rajoelina turned down cohabitation. Madagascar is not directed by a “mayor” but by Super president himself.
