Karl Wycoff, the american Under Secretary of State in charge of the African department has not succeeded yet in convincing the politically ruling power to install a democratic transition. The United States are pledging no recognition to the transitional institutions erected by the HAT and its allies

The United States of America: driving the Malagasy transition to recover the democracy path

 

 

 

The under secretary of state in charge of the African department merely operated a blitz recall mission, by reminding the Obama administration`s position concerning the Malagasy crisis born in 2009 from a putsch: “We are calling upon every conflicting part to reopen dialog in order to come to an acceptable roadmap. The currently ruling power have the occasion and the responsibility to engage theses opened political talks in the best possible conditions”.

Meanwhile the transition`s train is running like a TGV (French train), hurried to draw an illegal regime to an end. The United States are however stating their objections: “we notice that the current political process is riddled with major problems, part of which the creation and the management of the transition`s various institutions. Neither these institutions nor the whole process are democratic and consensual enough”, Karl Wycoff`s statement was the first ever official foreign position concerning the Malagasy crisis.

The clock is however running against the restoration of democracy and order in Madagascar. The United States are ringing the alarm bell. The HAT led constitutional referendum, meant to be held on December 17th might possibly be a point break. The American under secretary of state is consequently urging all of the involved parts to push for a long term democratic inclusive and consensual settlement as early as possible.

Bad mark for the HAT, again. “The Malagasy people is being invited to tackle a new democratic process as early as possible in order to recover a constitutionally complying leadership likely to lead it towards free and fair and peaceful elections”. The CNOSC, a civil society based institution recognized by the SADC, the African Union and by the International Contact Group, is expected to be managing it, if ever.

The opposition`s three heads are greeting the United States`stand. “The deal transitional structure still requires improvement, we need to engage talks” confirmed Fetison Andrianirina, from the Ravalomanana political sphere, although one member of the HAT parliament left the door opened to any potential willingness to buy the transitional idea. “We cannot move back no more, but some institutions are still to be erected”.
