Madagascar vigilance plan Vigimada, is the pack of measures taken by the government of transition to stem the insecurity climate and to face a possible armed conflict. Monja Roindefo wants to be reassuring but also… presumptuous about the reception of the" invaders ".

Rumors are quite popular so the government of transition follows suit. “We decided, as responsible for public security, to implement the Vigimada plan as prevention” declared Monja Roindefo. 

The Prime minister of the transition recalled roles assigned to the different security forces: the territorial defence for the militaries, rural and urban security for the national police. “The Vigimada plan is implemented to allow the citizens to celebrate June 26th in all serenity” added Monja Roindefo. 

Vigimada is a plan to face the arrival of “mercenaries” in Madagascar. It is headed by Prime minister Roindefo. “Mercenaries or not we have to preserve security in the country” advanced the chief of the TGV government. “We don’t believe in it” he confessed. For Monja Roindefo, the invaders should turn back if they really have the intention to disembark to Madagascar. 

“These mercenaries are not robots but men “, outlined Monja Roindefo, suggesting that soldiers sent to pacify Madagascar should be aware of the danger. Evoking” a mission without return “, he suggested that the” mercenaries must know where do they have to disembark “. It is more a “bluff” than anything else in the current war of words. 

There are a lot of rumours to demoralize the people, national or foreign economic operators, and tourists, replied Monja Roindefo. There are people who try to mingle the arrival of tourists with that of hypothetical invaders; we take our responsibilities in order to reassure the citizens “. 

Monja Roindefo insures that his words have been preceded by acts. Soldiers and weapons were expanded in the regions. His Defence Minister, colonel Noel Rakotonandrasana said that the «defence on territory” of the Vigimada plan is only in phase of preparation. The HAT tries to run a campaign of dissuasion which, paradoxically, scares citizens more than it is supposed to reassure them on the Madagascan capacity to respond in a war situation.
