For the year 2010, the finance law happens to be a genuine mystery. The High Authority of Transition carefully kept its content secret.

The year 2010s finance law at the High Constitutional Court

For lack of parliament, the Great Isle’s authorities are free, or compelled to put everything through by presidential signature. The year 2010’s finance law will not make the exception, and will probably be passed without debate. 

 

The High Constitutional Court will have to make a judgement over the legality of the year 2010’s finance law. It is expected to be a simple matter of procedure. The year 2010’s budget is actually wrapped in a cloud of mystery. Debates at the late National assembly used to grant a better common assessment of state budget plans. In the present situation, the budget project has been secretly patched up, and sneaked to constitutional judges.  

 

An awful lot of questions are remaining without answers though: how will the state fill up the significant blanks left by the failure to gain foreign financings? How will the national treasure cope without those usual contributions? And what will be the necessary sacrifices? 

 

The large majority of usual donors actually decided to freeze their help for Madagascar. And local resources have never been enough, could only the latest years be held as an example, to fuel the needs in local financings
