HAT: an unilateral government with a consensual mask, isn´ti?
The Malagasy exception is the rule during the Rajoelina transition. The constitution of a government deemed to be consensual is completed through a collection of RÉSUMÉs and not through an assignement of responsibilities complying with an agreement. The TGV régime and its Prime minister are certain to convince the international community.
