Colonel Lylison and generals Radafy and Ravalomanana did not appear properly armed to deny accusations of "genocide" and "violation of human rights" perpetrated by security forces in the run of a guerrilla like war against the Dahalo. The special forces involved into the operation Tandroka recovered Antananarivo after a two months long mission which has not yet led to the arrest of Remenabila. Their comeback does not mean the complete restoration of security yet for the freed villages. Success was in no way complete. State police officers emphatically deny any of the arbitrary executions of suspects, a fact widely blamed on them. The State Police Commander in Chief, General Richard Ravalomanana, presented an overview of the military operation in the southern part of Madagascar. He reported 69 arrests, 27 casualties and 27 light weapons seized. Local sources mention however hundreds of casualties during the recent months. The Dahalo war chief Remenabila is still free. The report presented by the armed forces has very little in common with any other balance reported by various other sources. A parson serving in a southern region produced the following body count as an example: at least 80 villagers slaughtered in a single day by a search and destroy operation led by the army in October. On this account photos and reports have been sent to diplomatic bodies and international organizations. Le Commandant de la Gendarmerie, le général Richard Ravalomanana, a présenté un bilan de l’opération militaire dans le Sud de Madagascar. Il parle de 69 arrestations, de 27 morts et de 27 armes saisies. Mais des sources locales évoquent plusieurs centaines de morts depuis quelques mois. Le chef des dahalo, Remenabila, lui, court toujours. Le bilan présenté par les autorités militaires est ainsi bien différent des autres bilans présentés par d’autres sources. Un pasteur qui officie dans une localité du Sud a dénombré au mois d’octobre dernier 80 corps de villageois massacrés lors d’une seule journée d’opération musclée de l’armée. C’est la raison pour laquelle, des photos et des rapports ont été envoyés à des représentants diplomatiques et des organisations internationales. The uncontrolled outbreak of violence from security forces in the war against Dahalo thieves and their families in the South has raised a large and growing wave of criticisms and concerns. Although the voices of citizens, civil society and local politicians standing in defiance of the regime have not been heard, the HAT cannot turn a deaf ear to Amnesty International. On the operation ground, the scorched earth strategy and arbitrary executions might bear any visible success, but still, the main objective is not achieved. War Chief Remenabila is still free.
