Les Juges Constitutionnels ont rejeté la loi n°2013-004 régissant la vacance de la présidence de la transition. Cette loi prévoyait d'attribuer collégialement aux membres du gouvernement la fonction de chef de l'Etat à la suite de la démission éventuelle du président de la Transition, Andry Rajoelina, si celui-ci est candidat à la future élection présidentielle.
