Concerning international relations, partnership and investment, the HAT swears only by the Middle Orient. The swift visit by the Saudi multimillionaire, Prince Alwaleed, is a puff of oxygen for a regime shocked by the non recognition from the international community. Saudi Arabia, the petrodollar’s country, is about to become the transition regime's first partner. The opinion has been prepared to welcome an extremely rich prince who has been presented as the 5th - even though it already stepped back in the ranks - fortune of the world. A rain of dollars has been expected in social and humanitarian projects, or invested in economic sectors.

Prince Alwaleed wants to make crude as well as humanitarian business in Madagascar

Saudi Arabia, the petrodollar’s country, is about to become the transition regime’s first partner. The opinion has been prepared to welcome an extremely rich prince who has been presented as the 5th – even though it already stepped back in the ranks – fortune of the world. A rain of dollars has been expected in social and humanitarian projects, or invested in economic sectors.

As promised therefore, Prince Alwaleed would give a small million dollars to the government of Madagascar in order to finance the construction of a hospital specialized in cancer treatment. This project is a propaganda promise of Andry Rajoelina. Apart from the Kingdom Holding Company which would therefore be the sponsor, the WHO and the Akbaraly foundation are associated. School projects in Ambohimanambola would also benefit from this fund.

The true reason of prince Alwaleed’s arrival is merely the business opportunity prospecting in Madagascar. He is more especially interested in the hotel sector. His group that manages several world class luxury hotels is going to sign a management contract with the Madagascan state for the 5 stars hotel suited in Ivato. « The building will be two times better than now « , promises the Saudi business man. The energy, the construction, the bank and the telecommunications are also sectors of possible investment.

Prince Alwaleed promises to contribute to the development of Madagascar’s economy. Difficult however to believe that these investments are motivated by the single will to help a developing country. The president of the HAT is prepared to take some fiscal incitement measures for the Saudi multimillionaire as well as for other investors.

Prince Bin Talal Bin Abdulaziz Al Saud Alwaleed spent six hours on the Madagascan soil.  He had a ninety minutes long talk with the chief of the transition in Iavoloha.  He left the Great Isle honoured of two major distinctions of which the Grand Cross of the Madagascan national order and a title of » Doctor Honorius Cuza of Management by the university of Antananarivo.

Andry Rajoelina summarized his international relationship as a breakthrough as coming back from Brussels where his plead for the HAT was, to remain polite, not a success. « If some don’t want to work with us, no matter. There are many others that are ready to make it », he has declared. The young president of the HAT doesn’t chew his words towards the usual technical and financial partners: « we are nobody’s servants » he said, advancing the excuse of the national sovereignty.

The policy of orientation toward wide opened relation and partnership is therefore vital for the HAT. « Madagascar is open to foreign investors who are ready to contribute to its economic development » said Andry Rajoelina. A message heard by the Saudi who soon are going to drink water from Madagascar.
