Neither the signature of political agreements nor the mobilization of international mediators granted a way out of from the Malagasy crisis. Joaquim Chissano, SADC mediator, is being expected in Antananarivo while a new meeting between political mobility leaders is coming up.

A fourth mobility leaders’ summit on its way

An international mediation mission is making place for another mission. El Gassim Wane, from the African Union’s Peace and Security Council, and his collaborators are leaving; Joaquim Chissano, Mozambican former president and main mediator from the SADC is about to be back. 

 

Chissano’s arrival in Madagascar is linked to the stumbling block within the erection of the Transition’s government. A fourth summit for political mobility leaders bound by the Addis-Ababa and Maputo agreements would allegedly be in preparation stage. The Mozambican president, Armando Guebuza, invited the four leaders to make for Maputo again in order to give birth to the new government.  

 

During the weekend, the Didier Ratsiraka, Albert Zafy and Marc Ravalomanana mobility representatives agreed on the principle of a fourth summit. Only the mobility Andry Rajoelina displays some reluctance to a new meeting.  

 

The present stumbling block is, anyhow, a godsend for Rajoelina’s supporters longing for a nil nil draw. The High Authority of Transition’s ministers are keeping on working in total impunity. They are griding the pitch; they are running throughout Madagascar from the North to the South and from the East to the West, often with Rajoelina himself. With or without agreement between the different political mobilities, the young putsch maker’s staff definitely decided to hit the road.
