A new center of study, reflection, monitoring and guidance (known as Cervo) was inaugurated on February 9 at the National Bureau of Risk and Disaster Management (BNGRC). The establishment of this new operational center was funded by the office of the French Defence Attaché, along with the participation of BNGRC. The center is available and is open to all government institutions in times of emergency and at any time of the year.
After Bangladesh, Madagascar is ranked as the third most vulnerable countries in the world as regard to natural disasters. It is for that reason that the policy of hazard management has been reviewed so as to improve the defense system to potential impacts in times of emergency starting this year. The inaugural ceremony of the new operational center for the improvement of services in risk and disaster management was honored by the presence of the French ambassador, Jean-Marc Châtaigner, who, through the office of the Defence Attaché, provided the materials and equipments necessary for all the operations.
The new center, initiated in 2011, is intended for information gathering and impact assessment before, during and after the disaster. It acts as a warning system for the population for the prevention of risks in real time. Thus, the Cervo Center is a preparation center for actions to be taken in emergency situations.
