Partnership between Madagascar and Switzerland seems to reinforce as a training for the one stop business counter (GUIDE) should soon take place in Switzerland.

Malagasy GUIDE techniciens will be trained in Switzerland

For one year, the Malagasy and Swiss authorities have been talking about the organization of a training workshop for the technicians of the Malagasy GUIDE (one stop business counter) to the techniques and practices of a one stop counter.  Switzerland proposed a whole program which should make it possible to train a team of 10 people during one week.  The formation will cost, in addition to the usual mission expenses, the sum of 10′ 000 CHF (20 milions of Ariary) that the Malagasy State will have to finance as it was envisaged from the beginning. 


The training should take place at the end of the first half of 2005.  It will be, as stated by the persons in charge for the TIM Suisse who initiated this exchange, a first step for this type of collaboration between the two countries. 


The discussions for the installation of this training will have lasted over a year.  In December 2003, a delegation of the Malagasy G.U.I.D.E had stayed in Switzerland to organize a training intended to the Malagasy representations of Europe.  The TIM Suisse had taken the opportunity to meet the delegation and to organize a conference for the diaspora, a press conference as well as a meeting with the office for one stop business counter, the counterpart of the GUIDE in Geneva.  This last meeting proved particularly profitable.  A few times after, at the request of the Malagasy part, the Swiss authorities agreed to train the Malagasy technicians on the subject.  After several exchanges of letters bringing into play in particular the Malagasy Minister for the Foreign Affairs, the Chancellor of State of the Republic of Geneva and the Malagasy representation in Geneva in the person of its first adviser, a specific proposal was designed.
