The appointment of Addis-Abeba doesn’t excite the HAT

The resumption of the talks on the Madagascan crisis in Addis-Abeba, at the African Union’s headquarters, doesn’t really convince the members of the High Authority of Transition. Prime minister Monja Roindefo himself displayed his scepticism. He affirmed that he  a new meeting between the political parties doesn’t make sense. 

The HAT doesn’t expect anything more from the resumption of negotiations. Its stand didn’t evolve at all since the political takeover by Andry Rajoelina in last March.  

In the backstage of the putschist regime, the meeting is already openly reputed « dimmed to fail « .  

Roland Ratsiraka, vice-president of the HAT has indicated that the designation of Andry Rajoelina as president of the Transition is no more negotiable. He estimated that the other parties could participate in the government and in a new parliament. He also specified that the return of Marc Ravalomanana in Madagascar is excluded. 

The president of the HAT himself, Andry Rajoelina, also displayed his reluctance. « We’ve been negotiating since February in vain » he protested. 

Less than one week before the appointment of Addis-Abeba, the Ravalomanana block is the unique political entity which publicly announced its involvement in the meeting. Fetison Andrianirina, of the Marc Ravalomanana party spokesman, specified lately that the negotiation should permit to define a Transition involving all parties. 

The Ravalomanana party’s proposal is based on a power sharing between the different political entities. The president in exile could recover his seat, with a power to define subsequently, whereas the present chief of the Transition could have another position. The ministry’s and the new parliament’s seats will then be distributed between the different parties.   

Scepticism finally took over, as talks didn’t even start yet. The African Union, as well as the whole international community, keep straining anyway to find an agreement between the political parties. An eventual compromise should lead thereafter to the signature of a Transition’s charter. This would define the sharing power between the different political parties.
