Fianarantsoa?s outgoing Special Delegation President, following a scathing declaration from President Ravalomanana, has finally accepted to give up the fight, and step aside. His successor has already been appointed during a Cabinet meeting. During the evening of February 4, outgoing Special Delegation President Pety Rakotoniaina, quietly announced that he will vacate the governor?s mansion. Nonetheless, he openly voiced « his concerns over the future of democracy in Madagascar ». And it is quite obvious that he is not alone. Retired General Désiré Ramakavelo, a former ally of the president, likens the situation to the dawning of a « militarized leadership » while pointing out that three of the four SPD?s who were recently ousted have been replaced with high ranking military officers. He insinuates that the current situation is either, at best, a matter of national necessity or, at worst, an indication that martial law is on its way. He explains that, as a rule, when the leadership appoints military officers to head provinces, they generally are about to institute martial law.
President Ravalomanana provided only one explanation following the SDP?s dismissal: the country?s development. No doubt, the president was reluctant to tell all, so as not to inflame the situation any more than it already is. He added, however, that he is open to dialogue, and is ready to talk to anyone who is willing to abide by the law.
Prior to his departure, before deciding on his next move, Fianarantsoa?s SDP did ask the president for an explanation. The head of state replied, « There is nothing to discuss ». Clearly disappointed, Mr. Pety Rakotoniaina stated, « I thank him for that ». General Ramakavelo cautioned, « One must be careful about what one says. » As you may recall, two former presidents, both ousted following a popular uprising, have made a name for themselves with inappropriate statements which, you can be sure, will haunt them forever.
