Taking advantage from the dismissal of the HAT's roadmap by the international community, part of which the European Union lately, the Ravalomanana side and the TIM party propose an unprecedented political diagram. It is a compromise between a transition and a return to constitutional order.

TIM: transition and constitutional order make a pair

 

The TIM reacted first by proposing a roadmap to find a concerted exit from the political crisis. The project is wanted to respond to the international community’s requirements. The proposition of the Ravalomanana side aims therefore to settle the government of transition in a re-established constitutional order. The TIM expressed the headlines and let the other sides forecast the following summary. 

The return to constitutional order will be symbolized by the restoration of Marc Ravalomanana as president of Republic. The TIM proposes an identical diagram to that of the 1991 ‘s transition. A charter or convention signed by all parties will determine the president’s power. The Ravalomanana side doesn’t wish the exclusion of Andry Rajoelina whose role and functions remain to be defined at the time of the next discussion between parties. 

The TGV government that only includes the Rajoelina side is questioned on the other hand by the TIM again. The TIM proposes a national union government that will be directed by a neutral entity. Government’s change will be therefore thorough. The so far safe TGV Ministers and Prime minister Roindefo are worried for the first time. The ministerial portfolios should be distributed, suggested the TIM. 

Concerning the convention or the legislative organ of the transition, the Ravalomanana side proposes the restoration of senators and deputies whose mandate has been shortened by Andry Rajoelina on the following day of his takeover. It also suggested the integration of the present HAT members who replaced the senators. 

A short term consensual transition with a balance of powers is what the Ravalomanana side proposed on the eve of new negotiations marked by the entry of the SADC mediator, Joachim Chissano. According to Fetison Andrianirina, only the reconciliation between Marc Ravalomanana and Andry Rajoelina can solve the crisis. The elected president and the one who ousted him are called to coexist pacifically. 

The TIM proposal is fundamentally opposed to the HAT’s charter project. The Rajoelina side insisted on the exclusion of president Ravalomanana and the current grip on the seats acquired and distributed to the pro-TGV. Andry Rajoelina remains chief of state and the HAT composed of 44 members will be reinforced by about ten elected TIM. 

The Roindefo government and its present members are preserved by the HAT, but will have to welcome five members from the other sides as a concession. The Transition’s convention proposed by the Rajoelina side is nearly fanciful. It accepts to recover the elected TIM and about thirty members from the other parties. To have the majority, the HAT and the TGV claim more than 250 members. It will make a very big convention suitable for a country of at least 300 millions citizens.
