In spite of the removal of any possible cause for confusion in the official statement that followed the signature of the Malagasy transitional charter’s Additional Act, Andry Rajoelina, the members of his mobility and his propaganda openly keep on reiterating that the Presidential Council’s members are only advisers. The transitional president affirms to be ruling the country on his own, and openly denies the consensus. In clear, the other mobilities propose, Andry Rajoelina decides.
Nearly one month after its constitution, the Presidential Council met three times. « We noticed a deliberate will to divert the Addis Ababa Additional Act’s meaning from Mr. Andry Rajoelina and his team « , argued the Transition’s Co President, Fetison Andrianirina. « In consequence, we would like to recall the transitional presidency’s joint character, within the Presidential Council, implying common authority and responsibility in decision making processes » he added. « It is, presently, not yet the case, this expertise being still confiscated by Mr. Andry Rajoelina « .
« As far as we are concerned, the Transition’s Presidency is entitled to the Presidential Council, whose decisions have to be made in compliance with the neutral, consensual and inclusive qualities of the Transition agreed within the Maputo Charter ». According to Fetison Andrianirina, « in the decision making process, both Co-Presidents and the transitional president are entitled to put ideas forth on the same ewual footing ». The hierachical pattern, which Andry Rajoelina tries to impose, is being contested. « The title of President of the Transition is nothing but merely formal, and entitles its owner to neither superiority nor authority over both Co Presidents, all of them being part of the Presidential Council. »
The Ravalomanana, Zafy and Ratsiraka mobilities are definitely joining forces to defend the transitional presidency’s joint leadership, and especially the consensus for the erection of a neutral and inclusive government. According to Fetison Andrianirina, the governmental political orientation is to be completely reassessed in Presidential Council. The Transition’s Co President is requiring power equal to that of Andry Rajoelina. « Joint leadership means joint responsibility, joint duty, equality in rights and power », he emphasized.
Fetison Andrianirina also denounced the hurdles erected by the Rajoelina mobility and by the imposed authorities on both of the Co Presidents’ paths. It began with logistical problems. The HAT denied them access to the presidential palace, asserting that Fetison Andrianirina and Emmanuel Rakotovahinies are only advisers, and are not, as such, entitled to enter either Ambohitsorohitra or Iavoloha. The HAT denied them significant means to operate, but was still generous enough to leave them a couple of cars, one each. The militaries in charge of the Co Presidents’ security have been retrieved by their command, before being finally regularized ». Then, the HAT forced the local, civilian and military authorities, to boycott the Co Presidents’ tours throughout the provinces. Fetison Andrianirina concludes, thereupon, that all of this « translates the obvious and opened non-recognition of the Co-presidents by Mr. Andry Rajoelina « .
