The first reports concerning the implementation of agreements signed then in Maputo in Addis Ababa by the four mobilities are reflecting a bogged down political and institutional crisis in Madagascar. Nothing is as good as it is supposed to be in the various institutions of the Transition, not even within the government still monopolized by the Rajoelina mobility.

Government: « the ministers of the late HAT should fade away »

Fetison Andrianirina addressed a notice to the international joint mediation team on the progress of the implementation of the Maputo and Addis Ababa agreements. « Both Co-Presidents and the national unity Prime Minister have already proposed the partial setting up of a National Unity Government, on the basis of a dealt consensus pledging the dismissals of all Ministers imposed by the High Authority of the Transition », he argued. « The Rajoelina mobility firmly turned it down ».  

 

At the time of Maputo II, the immediate foundation of a national unity government has been proposed as one of the solutions in order to put an end to the crisis. According to the Transition’s Co President, this government will be » neutral « , « consensual « , and » inclusive « , in full compliance with both the Transition’s Charter signed in Maputo, and its complementary Additional act signed in Addis Ababa. 

 

« In order to settle the Transition to elections as quickly as possible, the President of the Transition, both Co-presidents and the national unity Prime minister have the common duty to pledge the immediate foundation of the national unity Government », pleaded Fetison Andrianirina. Measures designed to grant the implementation of these political agreements are expected to emerge from this Maputo III stage.   

 

« In spite of our solemn calls addressed to the transitional president, the National Unity Government failed to be put in place, due to the Rajoelina Mobility’s skirting loopholes, since it is disputing the decisions emerged from Addis-Ababa again », regretted the Transition’s Co President.  

 

« Since November 06th, 2009, the Additional Act’s adoption date, this still to be built up national unity government is supposed to be the single one entitled to rule, which means that the Ministers of the late HAT are supposed to have right away hit the road ». « Mr. Andry Rajoelina is going to entrench himself in his unilateral policy as for the Transition’s management », argued Fetison Andrianirina. 

 

The national unity government led by the national unity Prime Minister, Eugene Mangalaza, has to face the HAT minister’s determination to remain in place. The politicization of the administration is back in full strength. A part of all of civil servants’ trade unions condemned the manipulation of state agents requiring a minister or another to be kept in place. According to the three other mobilities, the appointment of these illegal HAT government ministers is just as so illegal.  

 

The Rajoelina government, since the present governmental team does not obey Prime Minister Mangalaza, still tries to compel the international community to grant recognition. Its members are sent to represent Madagascar during international meetings. The president of the HAT has been appearing prudent in such waters since his setback at the time of the United Nations’ General Assembly. The Rajoelina mobility threatens to use judicial weapons and pure strength against any government to be set in Maputo by the three other mobilities. Renewed political arrests are to be expected, far more is to be feared.
