It is "no" again. Andry Rajeolina definitely turned down the three united mobilities' proposal from Maputo aiming at putting the national unity government in place. The transitional president even satirized on a "Mozambican government" which, according to him, would fail to be instituted without his agreement.

Government: Andry Rajoelina opposing the consensus of Maputo

The HAT or the transitional presidency hastily published a statement in response to Joaquim Chissano. The SADC mediator and the joint mediation team reported the   Ravalomanana, Ratsiraka and Zafy mobilities’ proposal to Andry Rajoelina. The answer is « no ». Ambohitsorohitra goes further ahead by labelling the propositions as « provocations « . The Rajoelina mobility pretends that ministerial seats have been definitely acquired on November 13th, 2009, and that negotiating anew is off the point.  

 

In front of a crowd of partisans in Fénérive Est, Andry Rajoelina multiplied the attacks against the three other mobilities during his private pre electoral campaign. « Do they believe to be able to erect a government to rule the country if Andry Rajoelina does not agree? », boasted… Andry Rajoelina. He satirized on the legitimacy or the legality of a government shaped up in Maputo. No country in history has done that abroad, he emphasized. He even brings humour in by speaking of a government that is going to direct Mozambique and not Madagascar.  

 

Andry Rajoelina directly threatened the three other mobilities: he will not tolerate any government shaped up abroad. « I am going to take my responsibilities « , he pretended. In Fénérive Est, the TGV showed off. « We accepted to rule with them, it does not mean that they would be going to impose their conditions or define the rules « , he insisted. On behalf of populism and an alleged unconditional support of a nation craving for change, Andry Rajoelina claims a statute of little dictator. He is opposing the consensus, shouting loud that he is the lone master as chief of state.  

 

The erection of a national unity government is somewhat original from the Rajoelina point of view: the other mobilities propose names or a list, and His Highness Mr. transitional president agrees or refuses. Mr. I am the ruler repeatedly stated that he has political and technical criteria to rule the odd ones out. Mr. transitional president prefers the youths, competent and politically easy to manipulate. The national unity government would, thereupon, be fully controlled by Mr. Young president the Great. 

   

The present HAT ministers, previously appointed within the late Monja Roindefo II staff, only obey the transitional president. The permanent propaganda actually aims at emphasizing that both of the transitional Co Presidents are politically inferior, and have, therefore, no effective power in decision making. Andry Rajoelina does not recognize that his statute is hanging by a consensus established in Maputo and Addis Ababa, and keeps on claiming popular, nearly divine legitimacy. His speech consequently irretrievably refurbishes the tones of the place of May 13th. The Coup is far from over.
