An interim within the transition: return to constitutional mess

The issue of the lack of Prime Minister is partly settled. The transitional presidency freshly announced the emergency cancellation of Eugene Mangalaza’s appointment order. This measure removes whatever controversy as for the authorities’ intentions following their enforced inclination to lift their ban from entering the territory, and let the other mobilities’ delegations return home. The national unity Prime minister knighted at the outcome of the Addis Ababa and the Carlton Hotel- Antananarivo meetings held on October 06th is being officially « fired » by Andry Rajoelina. The government encounters no change, not even a mere shadow of restructuration. Prime Minister Eugene Mangalaza has never been able to act as such for having been blocked by the ministers of the HAT, named under Monja Roindefo. Andry Rajoelina entrusted the government to the minister for Home Affairs and Deputy Price Minister Cécile Manorohanta when he and Prime Minister Mangalaza were in Addis Ababa. The former National Defense minister under the Ravalomanana regime has, ever since, unofficially become the government’s deputy leader. Now that Eugene Mangalaza is officially offside, Cécile Manorohanta is « officially’ appointed « deputy Prime minister and chief of the transitional government « . As announced by Andry Rajoelina during a TV show, this topless government’s vice Prime ministers and ministers are being kept in place. The governmental team’s female captain is going to be the one entitled to organize the elections. Cécile Manorohanta was preferred to Ny Hasina Andriamanjato because she is, was virtually stemming from the Ravalomanana mobility. The concerned person, however, actually officially claimed to be in the government as a simple citizen « committed to hold on to her responsibility ». Appointing a deputy transitional Prime Minister also requires a legal loophole. The Rajoelina presidency makes do with a short cut: simply referring to the Constitution which defines the governmental leader’s assignments. So is an as so symbolic as baseless as well as in total contradiction to the transitional charter and political agreements, being used to settle everything. Maybe not exactly everything though, since Andry Rajoelina seems to find it worrying to drop his honorary title of transitional president granted by the Addis Ababa negotiation round. The Rajoelina government’s Cabinet meeting will go on without the Transition’s Co Presidents. Fetison Andrianirina and Emmanuel Rakotovahinies will simply be ignored by the one that they were supposed to rule the nation with. The fate of the High authority of Transition is in suspense. This institution, presided by Andry Rajoelina has been having no other role but the defense of the transitional regime. Another institution named High Transitional Council is being put forward. In the run of its diktat, the Rajoelina mobility is planning to make its national assembly up during the final part of its transition. Such legislative power will come into force after the adoption of important laws as the finance and the electoral laws, by order! It is no more constitutional disorder that is back, it is national chaos.
