Apart from political decision making figures in the transitional regime, officials in uniforms also found their names inside the red list drafted by the African Union's Peace and Security Council. The putsch and the transitional management is definitely civilian as well as military.

The HAT army officers targeted by African Union’s political sanction

 

« The army knows no diplomacy », so read a previous CAPSAT superior officer’s incentive of the putsch operated well without a gunshot in Antanimena on March 17th, 2009. Settlement by force has proved stronger that the unfortunate pastor Rasendrahasina, as vulnerable as a sheep surrounded by mean wolves. From Antanimena to Soanierana, the CAPSAT squadron officer behaved in a wartime hero, didn’t he? The one day old military board of directors handed power over to Andry Rajoelina.  

 

The lieutenant colonel Charles Andrianasoavina is being punished by the ICG for being the Special Intervention Force’s man in command, the HAT made equivalent of the KGB. This privilege is shared with lieutenant colonel René Urbain Lylson. As one more actor of the events of March 17th, 2009, commander Lyson » has been called to the rescue by Vice-admiral Ramaroson for an extraction operation. For being now on top of the HAT armed hand, he is equally in good position within the chart.  

 

The rebelling colonels who supported the putsch have been rewarded by Andry Rajoelina. Now they are all general, they have high responsibilities, and they are not economic with compliments for their elders and for those far more competent by cast aside anyway. Generals Noel Rakotonandrasana, the HAT defense minister, André Ndriarijaona, the army’s joint chief of staff, Bruno Razafindrakoto, the national state police commander and Viennot Zafera, commander of the state police’s intervention forces, are also targeted by ICG led sanctions.  

 

The unexpected but not that much amazing scoop is the presence of colonel Richard Ravalomanana’s name on the red list, as commander of the capital city’s regional state police section. So is probably the price of zeal excesses which, in the end, depicted him as the muscleman in charge of mastering the opposition. He openly felt honored by this attention. « I didn’t believe to be someone so important « , he satirized, while adding that being deprived from travels abroad is absolutely baseless for him since he does not even have the means to spend holyday time with his family in Nosy Be.  The former president’s homonym labeled the AU and ICG led sanctions as an « act of terrorism ». Then he warned the international community not to draw the country’s officials to do regrettable things. 

 

The HAT Prime minister Albert Camille Vital is a retired colonel, but this detail does not influence calculations, even if his political function compels him to wear the civilian suit. It is the proof that the sanction’s incentive is not the political putsch, but the hindrances against the implementation of the agreement signed by Andry Rajoelina for the erection of a national unity Transition. These sanctions are… political.
