Andry Rajoelina cut the grass below his own feet when criticizing his electoral commission. The scapegoat to be blamed for the HAT´s inability to organize elections within its long expired 24 months mandate has now a name. The SADC might have delivered its last recommendations as well as a final version of the Malagasy roadmap, but the mediation of the crisis is far from being a complete success. The mediator Leonardo Simao came to Madagascar first and foremost in order to explain the amended draft, the current roadmap which happens to be a cause for many possible interpretations. The year 2009´s putsch makers are still scared to death by Marc Ravalomanana´s return from exile and oppose it with all of their forces. in response to the resolutions of the SADC´s Summit that took place in Sandton on June 12th, 2011, Andry Rajoelina and its army controlled by officers who supported his putsch in 2009, vividly reacted against Marc Ravalomanana´s return to home country. The chief of the imposed authority stated a simple argument, while trying to enforce the idea, according to which a draft proposed by Leonardo Simao would prevail, no matter the decision taken by the Summit of its presidents. The SADC´s so much expected decision contained no surprise. Andry Rajoelina tried to deflect attention by announcing his acceptance of Didier Ratsiraka´s return. The Summit of Sandton emphatically reminded him that every Malagasy in exile will be allowed to go back to home country and carry on engaging in politics " including Marc Ravalomanana ". The decision still has a couple of opposed interpretations. Following the meeting between the Malagasy political groupings with the SADC in Gaborone, the confusion is reigning more than ever. Andry Rajoelina is claiming his gain of support from the international community. Marc Ravalomanana is announcing his incoming return to home soil and his conditioned acceptance of the roadmap. The SADC invited eleven political forces from Madagascar, although there are actually merely four of them, the four spheres. The Rajoelina one has no electoral past, apart from a single communal success in Antananarivo, but remains a political force to reckon with, following its putsch in 2009. The Rajoelina-Vital régime and its latest Cabinet meeting patched up a draft bill concerning the amnesty act. The draft logically pushes for the exclusion of the exiled former president from the next presidential election. Is the CENI able to manage public funds for the preparation and organization of elections? The issue was addressed by the HAT´s deputies. The debate is actually veiling an attempt to put a grip on the local electoral commission.
