AU: recommendations ignored by the HAT

The African Union´s (AU) Peace and Security Council (PSC) has emphasized the resolutions of the SADC´s summit held one month earlier in Sandton in the rung of its 283rd meeting. Things did not evolve for so much in Madagascar because the HAT just als so emphatically yearns to organize elections its way whatever the roadmaps recommendations and particularly with Marc Ravalomanana out. Will the HAT be organizing elections in 2011?

Andry Rajoelina cut the grass below his own feet when criticizing his electoral commission. The scapegoat to be blamed for the HAT´s inability to organize elections within its long expired 24 months mandate has now a name. The Prime minister Vital confirmed however that he would have the elections´ preparation under control. The CENI has its expertise and its independence attacked again. Lire la suite »

Leonardo Simao: the roadmap just as confusing as before

The SADC might have delivered its last recommendations as well as a final version of the Malagasy roadmap, but the mediation of the crisis is far from being a complete success. The mediator Leonardo Simao came to Madagascar first and foremost in order to explain the amended draft, the current roadmap which happens to be a cause for many possible interpretations. The SADC actually held the Malagasy political mentality´s irrational character. Lire la suite »

Marc Ravalomanana´s come back home gives a fright to the HAT and its army

The year 2009´s putsch makers are still scared to death by Marc Ravalomanana´s return from exile and oppose it with all of their forces. The HAT and the army put their grip on power in an unconstitutional way and strain to keep things going their way by breaching the SADC´s and international community´s recommendations deemed to lead to a democratic transition and to elections. Resolutions of Sandton: Andry Rajoelina mocking the SADC

in response to the resolutions of the SADC´s Summit that took place in Sandton on June 12th, 2011, Andry Rajoelina and its army controlled by officers who supported his putsch in 2009, vividly reacted against Marc Ravalomanana´s return to home country. The chief of the imposed authority stated a simple argument, while trying to enforce the idea, according to which a draft proposed by Leonardo Simao would prevail, no matter the decision taken by the Summit of its presidents. The SADC decided: the altered draft is the roadmap, Ravalomanana may return

The SADC´s so much expected decision contained no surprise. Andry Rajoelina tried to deflect attention by announcing his acceptance of Didier Ratsiraka´s return. The Summit of Sandton emphatically reminded him that every Malagasy in exile will be allowed to go back to home country and carry on engaging in politics " including Marc Ravalomanana ". The roadmap is in such a way internationally accepted, but its implementation will depend on the home based talks. Lire la suite »

the SADC´s verdict: unavoidable idea clash between Rajoelina and Ravalomanana

The decision still has a couple of opposed interpretations. Following the meeting between the Malagasy political groupings with the SADC in Gaborone, the confusion is reigning more than ever. Andry Rajoelina is claiming his gain of support from the international community. Marc Ravalomanana is announcing his incoming return to home soil and his conditioned acceptance of the roadmap. For lack of an agreement, both sides are seemingly expecting the SADC to decide. Lire la suite »

Common ground is happening to be further than Gaborone itself

The SADC invited eleven political forces from Madagascar, although there are actually merely four of them, the four spheres. The Rajoelina one has no electoral past, apart from a single communal success in Antananarivo, but remains a political force to reckon with, following its putsch in 2009. The other main forces are led by the three latest elected presidents. Lire la suite »

Amnesty act: draft bill presented by the HAT´s Cabinet meeting

The Rajoelina-Vital régime and its latest Cabinet meeting patched up a draft bill concerning the amnesty act. The draft logically pushes for the exclusion of the exiled former president from the next presidential election. It is all for another law manipulation, part of the political calculation deemed to insure the HAT´s grip on power. Lire la suite »

Election: the CENI fully in control of its small budget

Is the CENI able to manage public funds for the preparation and organization of elections? The issue was addressed by the HAT´s deputies. The debate is actually veiling an attempt to put a grip on the local electoral commission. The finance minister pushed for the CENI´s independence despite the breaches of public finance related procedures. Lire la suite »
