Discomfiture of the regional conferences: promoters and participants accused

Half a day lost to settle one organization problem. Predictable when one notices how much did the promoters brag about a big affluence to greet the event’s popularity and legitimacy. The uneasiness became sensible when participants began asking for their » due « , a meal indemnity of 5 000 Ars. It seems irrelevant but it doesn’t according to the number of guests that was not on the list, the budget has been squandered quickly. 

The sanction is immediate for the promoters: participants left the conference. In some regions, as in Itasy, the promoters had to do their maths again. The participants appeared comprehensive when they have been informed of the accounting situation. The true conflict concerns the political colour and the majority in this unprecedented assembly. The pro-TGV complained because only a quarter of the guests bought the HAT’s cause. They denounce a TIM mayors’ plot, irreducible resistants who still display the picture of the elected president Marc Ravalomanana in office. 

In Antananarivo, the appearances have been saved following particular efforts. As for all good Madagascan, out of question to quarrel about food. The HAT and the government asked the promoters for accounts reminding thus to the public opinion that the organization of the regional conferences has been entrusted to the civil society. Other topic of discontent, the speech duration limited to 2 minutes, because of the big number of participants, has been decried. 

Basically, the regional conferences could not go deep enough in proceedings concerning the chosen themes, apart from those about the Constitution. The electoral code and the national reconciliation deserve more of this time inclusive debate. For the HAT, it is urgent to assess the importance of this consultation whose resolutions have value of proposal and by no means of decision. 

Whatever, the debate on the Constitution and the setting up of the Republic has been very rich during these regional conferences. The proposals gushed: a strong presidential regime, a parliamentary regime, the federate States, the return to monarchy! The discussions have been focused on two major points: the power granted to the president, on the one hand, his minimum age, on the other hand. In short, the militant participants debated the power that will be granted to a young president in a patched up Republic.
