Geneva welcomed only one official Malagasy delegation. The HAT justice minister was obviously hinting that another delegation joined the Swiss city but failed to get recognition. « There has been an attempt to hinder the official delegation but its authors have been denied speech ». Razanamahasoa emphasized that those officials stemmed from a different mobility and were granted access thanks to NGO identification cards, a fact which the concerned figures did not deny. Mrs. Naike Eliane, one of the HAT and its political KGB like police’s victims, publicly emphasized earlier that her trip Switzerland was linked to her commitment in NGO led activities. The former parliamentarian, however, denied her presence’s alleged political incentive, as well as any alleged attempt to intervene throughout the process.
Christine Razanamahasoa does not back up for so much. The parallel delegation would, allegedly, have attempted to undermine the HAT delegation’s speech. Any of such a move’s eventual political incentive would, somehow, be very stupid. On the contrary, all of opponents to Madagascar’s dictating authorities were absolutely keen on watching minister Razanamahasoa dare the showdown with her poor diary of repeated and on going human rights violations since 2009. The HAT executioner downsized the African countries led boycott of Madagascar’s dictating authorities’ speech. She had rather underline the sixteen African delegations which stayed, still and silent.
The HAT justice minister’s report to the press does not address the disastrous questioning too much. Briefly, all questions referring to human rights have been answered in the presented report. So what about the questions skirted by the Malagasy dictating authorities? « Concerning the politically linked questions or recommendations, the delegation was immediately not able to provide any answer, for the need of consultation of Madagascar’s competent authorities « , argued the HAT justice minister.
THe HAT actually found it extremely hard to present a Human Rights clean sheet since it ousted a democratically elected regime. The state police became the family’s rogue sheep for having sharply been pointed at. Human rights violations have mostly been noticed during the preliminary investigation stage. « Madagascar ratified the convention condemning acts of torture, and did better by drafting the 2008-008 law which punishes these acts », explained the HAT justice minister. « Investigators suspected of such crimes may be investigated ». Christine Razanamahasoa even dared to hint judicial inquiries. Late disparagements of a permanent institution like the state police would not prove enough to make the new born HAT the human rights school’s best graduate.
