As the opponents to the authoritarian regime are noticing an umpteenth failure in the faked consensus patchwork process, the HAT is still straining to display a high profile. The HAT general Prime minister Vital, together with his government's members, approved the national dialog's postponement, according to him as a proof that the authorities do not influence the civil society. This postponement is engulfing the HAT in a race against the clock seen as time to the referendum is ticking.

National dialog: the Raimandreny mijoro braking the HAT plan

 

 Basically meant to be held from June 14th to June 16th, 2010, the national dialog has been logically and officially postponed because of a too short preparation time. For being repeatedly criticized about its childish way to proceed, the HAT replied. The Prime minister Vital recognized that the postponement decision has freely been made by the Raiamandreny mijoro and by the civil society in charge of the organization. « It is their idea, they think that it is the way to success… doing things in a hurry is not good », commented the general.  

 

The national dialog’s promoters actually quite seriously troubled the HAT but the general Vital does not yet panic. He approved the postponement decision. « It means that the transitional regime does put no pressure on the Raiamandreny mijoro « , he said. Yet, the  clock is ticking for the HAT government’s implementation of its umpteenth Malagasy grown consensus try. Apart from its alleged unifying role, the national dialog is technically aiming at leading the debate concerning the constitutional draft to be presented at the referendum.  

 

The national dialog’s preparation meetings basically meant to be held in all of the six  the former provincial capital cities are thwarted. The constitutional advisory committee doesn’t plan to present the proposals received on June 10th. The Raiamandreny mijoro are appearing pragmatic and postpone the national dialog anyway.  They are technically complicated the whole issue by straining to organize 119 districts meetings at a time. This decentralization seems to be a good justification for only a postponement of few days.  

 

There is emergency. Andry Rajoelina’s unilateral wish to organize a referendum on August 12th, 2010 is pressing whoever feels concerned by the national dialog. « The constitutional draft must be reaching us no later than June 28th at 06:00 am, that is to say 45 days before the polling date, otherwise we will be compelled to postpone the referendum too » warned Hery Rakotomanana, president of the CENI. The Raiamandreny mijoro is consequently being granted one week to satisfy the HAT.  

 

The opponents to the authoritarian regime are enjoying the HAT’s eternal staggers. There is nothing serious to expect from the HAT which postpones time and time again. The crisis has to be settle but in no way through easy solutions », criticized Stanislas Zafilahy from the Ravalomanana mobility, while affirming that it might lead to another even more serious crisis.  

 

The former deputy explained that the national dialog’s postponement is originating from HAT’s attempt to convince the other mobilities, for lack of success while convincing either citizens or politicians. The Arema party’s leading committee has freshly fired its members seduced by the Rajoelina mobility led political corruption and emphasized that the red party would not be taking part in any national dialog organized by an unconstitutional power.
