The best part of the new government's 31 high composition has been serving ministries before, either as minister, secretary general or director. The zero tolerance for reappointment, basically wanted by the Republic's President as well as some of the World Community's member states, failed from getting fully implemented. "Such a stand was no formal order. Some of those may be kept in, if their service has been proving most valuable" commented Kolo Roger about the issue. The government's openness may be reflected by the fact that neither the President nor his Prime Minister has sworn allegiance to any political party.

Political canvas of Kolo Roger’s government

Roland Ravatomanga was standing more than anyone else the best chances to recover the head of a ministerial department; actually in quality of leader of the Ravalomanana political sphere, or potentially due to his family link to President Rajaonarimampianina himself, according to the MAPAR group’s assessment. “President Ravalomanana knows about my integration into the new government. Various other militants may have done their part, but largely remained unknown for acting in the background” declared the both former and new Minister of Breeding and Wildlife Protection. Benjamina Ramanantsoa from the MTS, Ulrich Andriantiana, from the MDN and Juhanita Ndahimananjara from the MAPAR do all survive the reshuffle as well.
Among the come back making veterans, Jean De Dieu Maharante has to reject accusations of having swapped sides in time again: “Andry Rajoelina remains my political leader, but the administration’s head is Hery Rajaonarimampianina. No door is closed to the MAPAR yet.” In spite of his critical opposition to the appointment of the Prime Minister, his decision is being presented as an evidence of political realism: “In face of 2 months of standstill, I had rather give in and say yes.” As for Juhanita Ndahimananjara’s position, the time has come to bury the hatchet: “Andry Rajoelina never said that he opposed it, did he?”
Into the government creation process, Hery Rajaonarimampianina did not overlook gratitude and richly rewarded those who pledged him effective support when electoral victory was still frantically disputed. Among them, Roland Ratsiraka gets the much sought after Department of Public Works, and with it the opportunity to materialize one of his electoral program’s promises. “Engagement does good, does it not?” said the President before recalling his government’s mission of building economic development on national reconciliation. Jules Etienne, to whom Hery Rajaonarimampianina owes one big one as well, appears even more satisfied, though missing out on the Prime Minister’ seat: “Fair game, there is no disapointment when ending among the leading 30 out of 22 millions” he said. Joseph Martin Randriamampionona
Former presidential candidate Hajo Andrianainarivelo’s MMM party did not support the HERY VAOVAO’s candidate in the run of the presidential round two, inherits one position in the government anyway, just as Pierrot Rajaonarivelo’s MDN party. As for Camille Vital’s HIARAKA ISIKA,Saraha Georget’s Green party and William Ratrema ‘s PATRAM are logically out, since these parties supported Jean Louis Robinson.
Some deputies make an entry in the government, namely Anthelme Ramparany and Vaonalaroy Randrianasoa from the Platform for Presidential Majority. The Zafy political sphere is nowhere to be seen, whereas the Ratsiraka political sphere snatches the foreign office away. The President’s counsellors Rivo Rakotovao as the government’s number 2 and Paul Rabary at the National Education Department have their share of the cake as expected. Ahmad, the acting President of the Malagasy Football Federation and one of Kolo Roger’s friends, receives the Fishing Resources Department. The single army officer entitled to a position basically suited to a civilian figure is the National State Police General Herilanto Raveloharison. Kolo Roger’s bonus is the Public Health Ministry.
