Stagnating negotiations and a tackled electoral schedule's implementation are leaving Madagascar's political crisis settlement thoroughly on standstill. The SADC, the mediator in chief chosen by the international community, is trying to find another made in Madagascar solution, while neither pledging nor rejecting the dictating power's initiatives. The referendum could be a decisive milestone if the" No " answer ever wins.

SADC Mediation or referendum? any way out of from the crisis

The HAT is far from feeling comfortable regarding the SADC mediation staff’s arrival, the HAT is playing in defense, though still expecting to convince Dr. Simao that the point break is behind. The Rajoelina sphere’s unilteral process moved a long way forward following the national conference gravitating around the TGV party, its allies and their supporters. The conference proved to be very much similar to widened consensus meeting organized in April 2010. The single difference is that the resolutions are, this time around, really being implemented.

The constitutional referendum meant to take place on November 17th, 2010 is being expected to make Andry Rajoelina a legal transitional president on one hand, and to grant him an access to the presidential race on the other hand. If the Yes vote wins, the situtation will be even more bogged down, since the opposition’s three mobilities are boycotting the referendum, and the international community doesn’t recognize it. If the No vote wins, Andry Rajoelina’s dream will be ruined, and he’ll be compelled to give in to a democratic transition. The denial produced by the South African foreign office minister concerning any alleged support from the Mandela country of the organization of elections in Madagascar doesn’t even embarrass the HAT.

The Prime minister Vital is downsizing the influence of the SADC and the international community on the HAT roadmap. « We don’t need them either to recognize or to accept, it is a home issue », he said. The authority wants no more mediators but keeps on standing by the SADC, the key of the international recognition which has been eluding Andry Rajoelina’s authority since March 2009. « They are observers, in the run of the referendum and the elections « , expected for the HAT government chief. Camille Vital expressed no doubts concernin the HAT national conference’s legitimacy. « Another national conference will never come true, but they are free to address the other political spheres », added Camille Vital.

Dr Simao listened to the various political parties and spheres which have so far been refraining from buying the Rajoelina roadmap. « The process is a made in Madagascar one, and the mediation was working for the Malagasy « , confirmed Joaquim Chissano’s special envoy. He publicly pledge support for the recovery of a long term solution for Madagascar. The SADC’s envoy doesn’t say no to the referendum. « If it works, it can be a positive evolution toward the settlement of the crisis « , said Leonardo Simao. « To be or not to be for the HAT referendum? « , That is the question.
