In Ivato on March 04th and 05th, 2010, the primary point pledged by the HAT debate’s resolutions was, of course, the confirmation of Andry Rajoelina on top of the country’s dictating authorities. The slight difference with the Maputo Charter and the Addis Ababa additional act is the lack of power sharing on top command. The Rajoelina mobility got further more recognition from « its » guests: the HAT Prime minister Camille Vital is kept in charge. The scoop is the unexpected fact of entrusting the electoral law to this basically politically neutral institution. The HAT led national conference is rather going to tackle different issues: the Constitution, the amnesty, the communication code, the law on political parties. It will particularly assess the way to keep control of the Rajoelina mobility’s contenders, as well as the definition of a statute for the opposition’s former chiefs of state.
