Tampering balls in order to boost a participation rate is not always a winning card. The ruling power will have to postpone its municipal elections for lack of candidates, despite all possible encouragements.

The HAT postpones its municipal elections boycotted by…candidates!

 

The HAT prime minister and its government had to own up a complete setback in an order. Municipal elections basically dimmed to be cast on December 20th 2010 are being postponed. International recognition was this time around off the point, it was all about kicking the latest elected mayors from the TIM party. But the HAT did not easily get away with it. The ruling power´s excuse was a demand produced by CST members whereas the mayors´ association and the opposition have been blamed or arrested for daring such a request.

No matter did Pety Rakotoniaina make an example, although having been previously convicted, the trend did not curve. In face of the incoming setback, the HAT decided to change the rules of engagement anew. The HAT led ministry in charge of decentralization, pressured by the TGV party, decided to cancel the fiscal declaration´s decree 211 bis, in order to ease the candidacy.

Tax issues were visibly not the main problem. The HAT had to postpone the candidacy application´s deadline to five days later than basically planned. On November 20th, not a single application was registered in Antananarivo

 

Illegal elections

The HAT is not hesitantly pulling back for the first ever time. However, this postponement of municipal elections is for once drawing it to the right path. Andry Rajoelina definitely overestimated his popularity by accepting his supporter´s claim expressed during his national conference: the removal of all of the elected mayors, and their replacement by special delegation presidents designated by the poyer,

Andry Rajoelina was on the brink of organizing a legally speaking baseless election only pledged by his national conference´s resolution. How on earth could a vote be ordered in the course of any 4th Republic, when this republic´s very constitution is no reality yet? It would hint an irretrievable victory for the YES TO THE CONSTITUTION, but a hint is no match for legal processes.

This TGV wish was no help for what was left of the HAT`s electoral election. The CENI actually had to break a law that it was supposed to defend, namely the organization of a vote during the rainy season and prior to the establishment of any constitution. Unless the eluding newly elected mayors were supposed to be transitional ones, this municipal election is simply stupid
