While the second administration contained 31 members, the third one is comprised of 32, of which 29 are ministers, and 3 are secretaries of state. Clearly this political move fell far short of the radical top to bottom house cleaning change anticipated by some. Instead, it was more akin to the usual cabinet reshuffle, disguised as a realignment, but designed to reinforce.
