Dr. Simao´s final roadmap versionl is not even known, namely since the Mozambican mediator considerably corrected the draft previously pledging Andry Rajoelina as « the new king of Madagascar ». The Malagasy political life´s actors, in the present case the opposition´s three spheres, denied their agreement, and are on the way to put amendments forward, however very likely to be rejected by the ruling TGV power. For the meantime, the so-called roadmap has been accepted by a legion of parties rewarded by the HAT with a parliamentarian position without any need of electoral legitimacy.
And yet, the Internationale organization of the French speaking countries is officially supporting this SADC´s controversial draft as if it was the final agreement. Mediator Leonardo Simao´s document actually has no power without signatures. The political formations gathered around the Rajoelina sphere is somehow a starting point like any other one, but the crisis in itself is far from settled. Hugo SAADA, general delegate of the OIF, outlined that his mission in Madagascar is deemed to support « the evolution positive of crisis » and « a roadmap on its way to be officialized ».
The OIF is somehow quite early jumping to conclusions in the crisis settlement process for a member country which is besides still suspended. « The assessment of the electoral process appears in this roadmap fully supported by the French speaking countries ». The organization is proposing active support to the HAT in the organization of free, fair and transparent elections. The » presidential referendum » of November 17th, 2010 has been poorly managed by the dictating authority and its electoral commission, with various manipulatiions, for the sake of legalizing the transitional leader´s potential candidacy.
Huho Saada is addressing « believable elections gathering the Malagasy political parties in drawing this crisis to an end ». A pro-HAT roadmap providing Andry Rajoelina with twice more power than that of a president of the Republic is supposed to put an end to the debate. The Indian Ocean´s Commission of the ocean Indian is visibly holding the signatures of an agreement as far more relevant than the OIF. « We do believe in this roadmap, we have confidence that it is going to be signed « , declared Calixte Doffay, Secretary general.
The chief of the dictating authority reiterated that he would move forward, even if the others do refuse to get in. The sailor, self proclaimed admiral when leading a mutiny against his superiors, is intending to unilaterally impose his rule remain on top, if the others keep on refusing to give in and integrate the institutions erected by a simple order of his.
The OIF´s eagerness to support the latest roadmap draft, and subsequently the HAT in the Malagasy political crisis´ settlement process is amazing, or not any more. The international organization is literally accepting the dictating authority its almighty position in a transition supposed to be consensual. It is however some more of the pressure likely to abort the 100% Malagasy dialogue.
