Toamasina: The commune still owes no less than Ar 2,200,000,000 of debts

So was announced by an official  from Toamasina’s Urban Commune. He emphasized that: “stacking debts left behind by the previous leaders were a major factor into Toamasina’s on going failure to achieve development”. No less than Ar 2,200,000,000 are still on the invoice. The management is being mainly blamed for it. The Commune currently has 968 employees, 433 of them with long term contracts, and 535 temporary workers. Only their wages are amounting to Ar 1,800,000,000 a year
