The HAT’s Parallel financing: the 2nd 50 million US dollars pay check from Wisco

The HAT didn’t comply with the Cotonou agreements and refused to recover an inclusive, consensual democratic transition in spite of the European union’s obviously pending sanctions. According to the HAT Finance minister, Madagascar had nothing left to lose since Europe had not been pouring a single euro no more in state chesses since January 2009. What would therefore be the matter with a twelve more months of suspended financial support. The basic population is going to have to make do with the social and humanitarian support.  

Such is being reinforced by the new financial support from the Asian investors misregarding democratic principles. The Chinese Wisco union delivered a second amount of 50 million US dollars. « Money is not immediately available but it is merely a logistical question », said Hery Rajaonarimampianina. The first amount’s non availability swiftly became a cause for grumbles. « It is not yet settled but we are already working out indexes likely to alter the finance law », explained the minister. The process wouldn’t even be an issue since everything is passed by order nowadays.  

The chinese money would not be used to run the administration, as warned Andry Rajoelina already. The HAT Finance minister confirmed that the 100 million US dollars will be dedicated to the investment budget. The money is somehow compensating for the gap left by the European support’s defection. As the 10th EDF is being compromised, Madagascar is waving farewell, maybe definitively or not yet, to a promised 500 million euros jackpot. The HAT Public Works minister moderated: although new roads are not on schedule, Madagascar will still having what it takes to maintain existing roads.  

The HATeconomy minister appeared less optimist. « Having no new roads will have a negative impact on the economic and social plan « , he conceded. « It is the Malagasy people that is being punished, and not only the transitional leaders », noticed Richard Fienena.  » Citizens are going to feel it « .  

The opposition to the authoritarian regime does not release pressure following the confirmation of the European sanction. « The EU tried to find a solution to the crisis because it basically didn’t want to punish Madagascar. Everything is originating from some individuals’ reluctancy to respect their own word ».   

The HAT minister in charge of farming stepped in as the HAT attorney and denounced an alleged EU partial stand. « Madagascar underwent a legality change, it has nothing to do with Niger « , he said. According to Jean de Dieu Maharante, Andry Rajoelina produced declarations as strong as those of other putsch makers reinstated thereafter.Antananarivo city’s mayor led early pull out from the next presidential elections, and his unilateral roadmap have not been enough to convince.
