To preserve his gains and those of his allies, Andry Rajoelina is positioning himself beyond the consensus. He is actually taking the one-sided initiative to put in place the Transition's institutions programmed in the Maputo agreements, and he is entrusting such mission to his Prime minister Monja Roindefo. As a challenge, he is giving himself few months to convince the international community.

Andry Rajoelina insists on reinforcing his de facto transitional regime, challenging the three other political mobilities, the international Contact Group’s mediators made recommendations and the UN general Secretary, that is to say, the whole international community. “I call upon Prime minister Monja Roindefo to constitute a government of consensus within 72 hours”, so was the big declaration promised by a chief of the transition desperately clinging, as planned, to his position. 

The president of the HAT is, therefore, enforcing his appointment as Transition’s president with Monja Roindefo on top of his government. “The change is wanted by the majority (supposedly), leave the new figures direct the country”, protested Andy Rajoelina. So read the message sent to the three former presidents and mobility leaders. “It is the blessing that we are asking from you… we will accomplish what you failed to”, he conceitedly stated. 

The one-sided solution emphasizes the de facto transition. Andry Rajoelina doesn’t intend to completely step out of boundaries defined in Maputo. He is ordering Monja Roindefo to coordinate the setting up of institutions programmed in the transition’s charter signed in Maputo. Are the keys of distribution maintained? It is far to be likely, since the Forces of Change that successfully convinced Andry Rajoelina to preserve the gains, are asking for a bigger share again. They are actually claiming for the majority of seats in all institutions. 

In order to try to convince the international community, Andry Rajoelina is intending to coax the international Contact Group by opening the Roindefo government’s gates to the other mobilities. A few eight ministers are still to complete the 22 already acting ones. “We are calling upon everyone eager to collaborate arranged to collaborate to set up a government of consensus” declared the president of the HAT. 

While challenging the international processes, the young Andry Rajoelina doesn’t give up the attempt to seduce the international community. He is asking his Prime minister to establish a strategy for such an end and to win the recognition. “If it is not completed within some months, the transition’s president is going to take an adequate measure “, said Andry Rajoelina. Until then, he is calling upon the Malagasy to have faith and hope in the big challenge that he is about to dare. 

Which measure will be taken if this international recognition is not won? The Malagasy parties have already been warned that any one-sided initiative will be refused. Will there be a new consensus by changing the Prime minister or will the regime give in to the international community’s requests to get conditioned support? Andry Rajoelina’s evasion is actually only aiming at winning time as… president
