The president won a battle when successfully deterring the former leader of the Transition from claiming the Prime Minister's position for himself. The former transitional leader sends his clone in his stead, his trusted man, his political puppet. In opposition to the unique proposal of Haja Resampa, the Presidential Majority also proposed a name so far kept secret, possibly Jules Etienne . The High Constitutional Court refuses to referee the duel and keeps away from turning any legally binding advice out.

Mapar Prime Minister: counter proposal from the ” presidential majority”

There we are, the post-election political crisis has begun In response to the the enflammed onslaught led by Andry Rajoelina who blames the President for turning his back to the Mapar and opposing it with a Presidential Majority , Hery Rajaonarimampianina did not react. No necessary need to get in trouble. The MPs supportive of the elected president took charge. “We proposed a name for the position of prime minister , we collected 95 signatures from MPs ,” bluntly declared MP Jean Jacques Rabenirina .
A President having to face up to a Rajoelina supportive majority could predictably rely on his own coalition to get an option to Rajoelina’s man. Haja André Resampa does not enjoy his boss’ privileged position in the competition, for he used to serve as the Transitional presidency’s secretary general, a resume which does not constitute an asset before the International Community. Political observers suspect the Mapar of doing what it takes to embarrass the President.
The Mapar group’s choice is everything but large: André Resampa and nobody else. While emphasizing its good faith and explaining its logic, the Mapar group praises the skill and the experience of its candidate. Haja Resampa actually has a much better resume than Rajoelina. Aged 43 , he graduated in Political Science and Social Management, public law and administration. His career developed in France as a professor and searcher . The Mapar alleges that Mr. Resampa would be the best suited Prime Minister to President Rajaonarimampianina since the two personalities know each other well for having worked together during the transition.
Andry Rajoelina was right when claiming that Mapar has entrenched itself into the Oppostion. But, he must have underestimated Hery Rajaonarimampianina when expecting to turn him into his vassal through a moral debt, a pact of friendship forged during the presidential electoral campaign and one third of the Parliament. The presidential candidate appointed as such by Kolo Roger and Etienne Jules does not owe his electoral success exclusively to the Mapar front, does he?
In the end, the majority in the parliament does not guarantee any foregone conclusion. It will have to fight to get its will through and expect challenges. The Rajoelina sphere merely has a Constitutional article composed by its leader in his time in charge, to expect any control over the government. Things will not go as easy as they expected. Whatever Rajoelina says, Rajaonarimampianina will decide on his own. The President is not even compelled to have it the HCC’s way, let alone obey the Mapar’s will.
As he was still in charge as transitional leader, Andry Rajoelina had argued that the President of the Republic did not have to give in to any political party’s prerogative. In this sense, he refused to replace his Minister Rufine Tsiranana by Guy Rivo Randrianarisoa from the Ravalomanana sphere, referring to the challenge of regional and gender related balance within the transitional government. He has also done what it took to evade the implementation of the crisis settlement Roadmap’s Article 20.
The Mapar group prefers to rely on legal arguments in order to avoid negotiations with a president, whom he does not control at all, according to the groups standards, with a traitor who pledged openness to the other political forces. Jules Etienne or Haja Resampa , the debate on the appointment is actually pointless since MPs are allowed to oppose the Prime Minister through a confidence vote at any time. Both fronts have at least demonstrated their genuine political might in this dispute.
